Sarah has built her career at the intersection of policy, strategy, and politics, working to advance a more effective, just, and humane U.S. foreign and national security policy. Her experience spans government, philanthropy, civil society, and the private sector.
She is the Founder and Principal of Windsong Advisory, a strategic consulting firm. Previously, Sarah worked at Soros Fund Management (SFM), the global asset manager that manages the Open Society Foundations’ endowment. Before SFM, she served as Director of Foreign Policy at Open Society, where she led a team overseeing more than $20 million in annual grantmaking and undertaking direct advocacy with the U.S. government across regional and thematic priorities.
Earlier in her career, Sarah was Washington Director at Human Rights Watch (HRW); Associate Director for Sustainable Security at the Center for American Progress (CAP); Senior Foreign Policy Advisor to Senator Russ Feingold (D-WI); and Staff Director for the Senate Foreign Relations Subcommittee on African Affairs. In 2021, she was nominated by President Biden to serve as Assistant Secretary of State for Democracy, Human Rights, and Labor.
Sarah holds a graduate degree from Georgetown University’s Walsh School of Foreign Service and an undergraduate degree from Wesleyan University.
