Washington, DC – Foreign Policy for America is pleased to announce that it will present Tom Carper, the senior U.S. Senator from Delaware, with its award for Legislative Achievement at its flagship annual Leadership Summit on June 12, 2023.
As Chair of the Senate Committee on Environment and Public Works, Senator Carper was a steadfast champion in the push to ratify the Kigali Amendment to the Montreal Protocol and in the passage of domestic implementing legislation two years earlier. Throughout his career, Senator Carper has been a strong and consistent voice in Congress advocating for bold U.S. action on climate change and environmental protection. The historic ratification of the Kigali Amendment was years in the making and, by ensuring the U.S. takes steps to phase down the use of hydrofluorocarbons and grow the market for next generation alternatives, it represents a milestone in America’s commitment to climate and economic leadership. Senator Carper’s efforts to secure bipartisan support were crucial to this moment and Foreign Policy for America is thrilled to celebrate his contributions.
“FP4A is proud to recognize Senator Carper for this historic achievement,” said Alex Stapleton, Senior Climate Policy Advisor at Foreign Policy for America. “Ratification of the Kigali Amendment was a win not just for global climate efforts, enabling us to avoid as much as half a degree of temperature rise by the end of this century, but for strengthening international trading rules and expanding opportunity for American businesses and workers. U.S. leadership in HFC phase-down, culminating in ratification of the first multilateral climate treaty in decades, is a powerful demonstration of how American innovation and climate action can advance our economic, trade and environmental interests all at the same time.”
